Municipal decree of Ramatuelle delegating civil registry functions to Paul Magès (1983)

A municipal decree dated 25 August 1983 delegates to Paul Magès, 2nd Deputy Mayor of Ramatuelle, the functions of civil registrar. A little-known testimony to his local involvement, far from the Citroën workshops.

Presentation and original captions

In 1977, Mr. Raphaël, the outgoing Mayor of Ramatuelle, having heard of Paul MAGÈS and his presence in his commune, decided to visit him at his house in Pampelonne. Later, he would tell us that having seen Madame and Monsieur MAGES in their house in front of a fireplace, he had questioned himself a lot. Could he disturb them, they who looked so peaceful. He nevertheless called upon him to stand for the municipal elections, and no one regretted it. Not yet known by the inhabitants of the commune, he nevertheless obtained 496 votes out of 626 votes cast, and became a municipal councillor. During the following elections in March 1983, now known and appreciated by the population of Ramatuelle, it was he who obtained the most votes of the members of the municipal council, 636 votes out of 1143 votes cast. In the process, he was appointed 2nd Deputy in charge of Urban Planning, Tourism and the Environment. He left his mark on Ramatuelle through his skills, his work and his integrity. The people of Ramatuelle welcomed them with great warmth, a reciprocal warmth. He worked in particular on sanitation problems, the discharge into the sea, the currentology for the Ramatuelle sewage treatment plant, and later the sanitation of Pampelonne beach. In August 1983, a decree from the mayor gave him delegation as Civil Registrar, in order to be able to marry his grandson Thierry.

Understanding this document

In this document

This extract from the register of decrees of the Mayor of Ramatuelle, dated 25 August 1983, formalises a delegation of functions to Paul Magès, then 2nd Deputy Mayor p. 3.

Legal basis

The decree is based on article L 122-11 of the Municipal Code, which "confers upon the Mayor the power to delegate a portion of his functions to one or more deputies" p. 3.

Content of the delegation

Article 1 specifies that Paul Magès "is delegated to perform the functions of Civil Registrar" p. 3.

Article 2 organises the administrative distribution of the act: entry in the town hall's register of acts, and the sending of copies to the Assistant Commissioner of the Republic in Draguignan as well as to the Tax Collector of Saint-Tropez p. 3.

The document bears a circular stamp of the "MAIRIE DE RAMATUELLE (Var)" and an illegible handwritten signature of the mayor p. 3.

Context

The Municipal Code, in force before the current codification of the General Code of Territorial Collectivities, organised the delegation of the mayor's powers to his deputies, particularly for civil registry tasks (marriages, various acts), in order to ensure the continuity of the municipal public service.

Ramatuelle is a commune in the Var, in the arrondissement of Draguignan and the canton of Saint-Tropez, which explains the mention of these two administrations in Article 2 of the decree. It is there that Paul Magès retired after his career at Citroën, becoming involved as a municipal councillor in 1977 and then 2nd Deputy Mayor in 1983 (Ramatuelle Municipal Council (1983): Paul Magès, 2nd Deputy Mayor).

Paul Magès, an engineer at Citroën and renowned inventor of the hydropneumatic suspension, led in parallel an activity as a local elected official in his commune of residence, a less well-known facet of his path than his industrial career.

Archivist's view

This document attests, in a factual and dated manner, to the municipal involvement of Paul Magès in Ramatuelle: he held the position of 2nd Deputy Mayor from August 1983 and was entrusted with a concrete responsibility, that of civil registrar p. 3.

It is a short but precise administrative piece, which usefully completes the knowledge of his local engagement, echoing his recent election. One can compare this decree with the List of members of the municipal council of Ramatuelle since 6 March 1983, which situates the electoral context of this appointment, as well as the Deliberation: results of the municipal ballot, which likely documents his election.

This archive illustrates, by implication, the double life of Paul Magès: an inventive engineer at Citroën on one side, a local elected official invested in the management of his adopted commune on the other.
